you know in the movies like white oleander and others that involve adoption, what are the people called who first talk to the children when the child's parent dies about institutions they could stay in before going to a foster parent? are they called counselors?

Depends on the state, usually they are social workers. You need to have a degree in social work to be called a social worker.
Social workers can be casemanagers, assessors, therapists, counselors, many things.

Reply:i think it would be a social worker. They would talk with the child to help with any trauma and with the adjustment that the child is going through. Chances are, any child coming into care will need counseling or therapy somewhere along the way, though. My guess is that the social worker who first talks to them would be the "intake worker".
